{"id":4639,"date":"2021-12-10T14:22:37","date_gmt":"2021-12-10T12:22:37","guid":{"rendered":"https:\/\/romaeducationfund.ro\/?p=4639"},"modified":"2021-12-10T14:22:37","modified_gmt":"2021-12-10T12:22:37","slug":"dreptul-la-educatie-pentru-copiii-romi-inalienabil-doar-in-teorie","status":"publish","type":"post","link":"https:\/\/roma.education\/ro\/dreptul-la-educatie-pentru-copiii-romi-inalienabil-doar-in-teorie\/","title":{"rendered":"Dreptul la Educa\u021bie al copiilor romi, inalienabil doar \u00een teorie"},"content":{"rendered":"\n<p>Unul dintre drepturile fundamentale din Declara\u0163ia Universal\u0103 a Drepturilor Omului este Dreptul la Educa\u0163ie. \u0218i, pentru c\u0103 ast\u0103zi &#8211; 10 decembrie &#8211; marc\u0103m\u00a0 Ziua Interna\u0163ional\u0103 a Drepturilor Omului, trei exper\u0163i ai funda\u0163iei Roma Education Fund Romania, care sunt \u015fi cadre didactice rome, ne vorbesc despre modul \u00een care acest drept se transpune \u00een practic\u0103, la 73 de ani de la consacrarea lui.<\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p>Pentru elevii romi, dreptul la educa\u0163ie este inalienabil doar \u00een teorie. Realitatea ne demonstreaz\u0103 c\u0103, din p\u0103cate, valorificarea diversit\u0103\u021bii culturale \u0219i promovarea culturii \u0219i identit\u0103\u021bii rome r\u0103m\u00e2n domenii \u00eenc\u0103 \u00een proces de dezvoltare \u00een ceea ce prive\u0219te educa\u021bia din Rom\u00e2nia. Chiar dac\u0103 termenii <em>\u0219coal\u0103 incluziv\u0103<\/em> sau <em>egalitate de \u0219anse<\/em> sunt des vehicula\u021bi c\u00e2nd se discut\u0103 despre programele educa\u021bionale adresate elevilor romi, pentru sistemul educa\u021bional r\u0103m\u00e2ne \u00eenc\u0103 o provocare s\u0103 r\u0103spund\u0103 \u00een egal\u0103 m\u0103sur\u0103 nevoilor culturale ale tuturor elevilor s\u0103i. Mai mult, cazurile de discriminare \u015fi segregare din \u015fcolile rom\u00e2ne\u015fti fac parte \u00eenc\u0103, din nefericire, din realitatea sistemului educa\u021bional.<\/p>\n\n\n\n<p>Odat\u0103 cu trecerea la educa\u021bia online din cauza pandemiei de Covid &#8211; 19, dreptul la educa\u021bie al copiilor din mediile dezavantajate, garantat \u0219i de art. 32 din Constitu\u021bia Rom\u00e2niei, s-a estompat p\u00e2n\u0103 aproape de dispari\u021bie. Copiii romi din familii vulnerabile s-au aflat \u00een imposibilitatea de a merge virtual la \u0219coal\u0103 pentru c\u0103 nu aveau dispozitive inteligente sau conexiune la internet. Unii dintre ei nu au nici m\u0103car acces la electricitate. \u00cen primul an de pandemie, 40% dintre copiii din mediile defavorizate nu au f\u0103cut \u0219coal\u0103. Pr\u0103pastia dintre elevii romi vulnerabili \u0219i restul copiilor s-a l\u0103rgit at\u00e2t de mult, \u00eenc\u00e2t dreptul la educa\u021bie a devenit un ecou trist, uitat \u00een ad\u00e2ncurile acesteia. <\/p>\n\n\n\n<p><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>&#8220;Educa\u0163ia intercultural\u0103 de la v\u00e2rste fragede este cheia combaterii unor fenomene care macin\u0103 societatea rom\u00e2neasc\u0103: discriminarea \u015fi rasismul&#8221; &#8211; <\/strong> <strong>Drd. Luiza Medeleanu<\/strong> <strong> <\/strong><\/h4>\n\n\n\n<p>\u00a0\u00cen viziunea Luizei,<em> pedagogia de tip clasic<\/em> trebuie urgent \u00eenlocuit\u0103 cu <em>pedagogia de tip incluziv<\/em> care pune accentul pe specificul cultural al fiec\u0103rui elev \u0219i valorific\u0103 identitatea cultural\u0103 a acestuia. Cunoa\u015fterea at\u00e2t a propriei istorii, culturi \u015fi tradi\u0163ii, c\u00e2t \u0219i pe cele ale colegului de banc\u0103 sau a celui din clasa vecin\u0103, este esen\u0163ial\u0103 pentru o societate intercultural\u0103, construit\u0103 pe respect reciproc \u0219i dialog echitabil. <\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"1024\" src=\"https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2-1024x1024.jpg\" alt=\"\" class=\"wp-image-4642\" srcset=\"https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2-1024x1024.jpg 1024w, https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2-300x300.jpg 300w, https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2-150x150.jpg 150w, https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2-768x768.jpg 768w, https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/mEDELEANU-2.jpg 1322w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cAccesul la educa\u021bie este egal atunci c\u00e2nd, \u00een spa\u021biul \u0219colar, se \u021bine cont de specificul cultural al fiecarui copil, fiind valorificat\u0103 tocmai unicitatea elevilor. Iar acest lucru este posibil doar prin intermediul educa\u0163iei interculturale, nu prin <em>pedagogia de tip clasic<\/em> ce are la baz\u0103 principiul ,,to\u021bi suntem egali\u201d, principiu ce nu r\u0103spunde \u00eens\u0103 nevoilor specifice ale elevilor \u0219i nu-i \u00eencurajeaz\u0103 pe ace\u0219tia s\u0103-\u0219i afirme identitatea individual\u0103 \u0219i cultural\u0103. Ca s\u0103 \u00een\u0163elege\u0163i de ce este nevoie de aceast\u0103 schimbare de paradigm\u0103 \u00eemi permit s\u0103 v\u0103 povestesc despre Severin, un rom spoitor, elev \u00een clasa a I-a la o \u015fcoal\u0103 dintr-un sat rom\u00e2nesc. Povestea lui Severin* este povestea zecilor de copii romi cu care am lucrat de-a lungul carierei de activist \u0219i expert educa\u021bional.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>P\u00e2n\u0103 s\u0103 mearg\u0103 la \u0219coal\u0103, Severin \u0219i-a petrecut timpul doar cu familia sa extins\u0103 (mama, tata, bunicii \u0219i cei 2 fra\u021bi mai mici). El nu a fost la gr\u0103dini\u021b\u0103. Copiii nu se joac\u0103 cu el \u0219i nici cu fra\u021bii lui pentru c\u0103 sunt <em>spoitori.<\/em>&nbsp;Nici el nu se amestec\u0103 cu ceilal\u021bi copii care nu sunt romi. De obicei, Severin merge cu bunica prin sat pe la oameni s\u0103-i ajute la diverse munci. <\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Acum \u00eens\u0103 e \u00een clasa I \u0219i merge la \u0219coal\u0103. Nu cunoa\u0219te pe nimeni \u0219i se simte foarte stingher. N-ar fi asta o problem\u0103. Problema mai mare este c\u0103 nu cunoa\u0219te bine limba rom\u00e2n\u0103 (el acas\u0103 vorbe\u0219te doar romani) \u0219i nu poate \u00een\u021belege ce zice doamna \u0219i nici nu poate comunica cu ceilal\u021bi copii. \u00cen plus, aici, la \u0219coal\u0103 nu are voie s\u0103 vorbeasc\u0103 tare. Trebuie s\u0103 stea drept \u00een banc\u0103 \u0219i nimeni nu \u00een\u021belege ceea ce spune. Ba mai mult, \u00eel ceart\u0103 \u015fi \u00eei ordon\u0103 s\u0103 vorbeasc\u0103 rom\u00e2ne\u0219te.&nbsp; <\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Severin merge de c\u00e2teva luni la \u0219coal\u0103 dar nu-i place deloc. La \u00eenceput credea c\u0103 va fi ceva foarte interesant dar acum&#8230; Nu poate socializa deloc cu ceilal\u021bi copii datorit\u0103 barierelor lingvistice \u0219i sociale. El e totu\u0219i rom spoitor \u0219i copiii nu vorbesc cu el. Nu-\u0219i poate nota nimic \u0219i nici nu-\u0219i poate face temele&#8230; \u0219i nici doamna nu-l poate ajuta pentru c\u0103 nu-i cunoa\u0219te limba. Se g\u00e2nde\u0219te s\u0103 nu mai vin\u0103 la \u0219coal\u0103, mai bine \u00eenv\u0103\u021b\u0103 meserie de la bunicul&#8230;<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Asemenea lui Severin, mul\u021bi copii romi ajung s\u0103 se simt\u0103 complet str\u0103ini \u00een spa\u021biul \u0219colar, s\u0103 se simt\u0103 stigmatiza\u021bi, pierz\u00e2ndu-\u0219i \u00eencrederea \u00een sine \u0219i \u00eentr-un final ajung s\u0103 abandoneze \u0219coala. Dar ce&nbsp; putem face pentru a \u00eempiedica astfel de situa\u021bii? <\/p><p>Valorizarea culturii <em>Celuilalt<\/em> \u0219i a diferen\u021belor culturale trebuie s\u0103 devin\u0103 preocup\u0103ri constante ale mediului \u0219colar. Acesta trebuie s\u0103 devin\u0103 un spa\u021biu familiar pentru elevii romi, \u00een care ei s\u0103 se simt\u0103 \u00een siguran\u021b\u0103, s\u0103-\u0219i construiasc\u0103 \u0219i s\u0103-\u0219i manifeste identitatea autentic\u0103 \u00een rela\u021bie cu ceilal\u021bi, f\u0103r\u0103 a fi nevoi\u021bi s\u0103 se ascund\u0103 sau s\u0103 adopte un comportament dual, ajung\u00e2nd s\u0103-\u0219i negocieze identitatea. Doar dac\u0103 le este satisf\u0103cut\u0103 nevoia de apartenen\u021b\u0103 la grup \u00een mediul \u0219colar, elevii romi \u00ee\u0219i pot forma o identitate \u0219i o stim\u0103 de sine s\u0103n\u0103toase. \u201d &#8211; Luiza Medeleanu, doctorand la Universitatea din Bucure\u015fti \u00een domeniul Studiilor Culturale.<\/p><\/blockquote>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>&#8220;\u00cenv\u0103\u021barea \u00een limba matern\u0103 poate cre\u0219te semnificativ accesul la educa\u021bie precum \u0219i calitatea \u00eenv\u0103\u021b\u0103m\u00e2ntului, \u00een special \u00een cazul copiilor pre\u0219colari sau a celor din clasele primare care vorbesc limba romani de acas\u0103&#8221; &#8211; <\/strong> <br><strong>Dr. Alexandru Zamfir <\/strong><\/h4>\n\n\n\n<p>Alexandru este expert educa\u0163ional la REF Romania \u015fi cadru didactic la Departamentul pentru Limba \u015fi Literatura Romani din cadrul Universit\u0103\u0163ii Bucure\u015fti. \u00cen viziunea sa, dreptul la educa\u021bie \u00een limba matern\u0103 ar trebui adus mai des \u0219i mai consistent \u00een discu\u021bie, mai ales \u00een \u0219colile care au acest specific.<\/p>\n\n\n\n<div class=\"wp-block-image\"><figure class=\"aligncenter\"><img decoding=\"async\" src=\"https:\/\/roma.education\/wp-content\/uploads\/2021\/12\/Zamfir-1024x768.jpg\" alt=\"\" class=\"wp-image-4643\"\/><\/figure><\/div>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>\u201cDe\u0219i limba romani nu \u00eemi este limb\u0103 matern\u0103, p\u0103rin\u021bii \u0219i genera\u021biile din urm\u0103 uit\u00e2nd limba, (re)\u00eent\u00e2lnirea cu ea \u0219i \u00eentregul ei univers m-a preocupat \u00eentotdeauna, fiind nevoit s\u0103 o (re)\u00eenv\u0103\u021b \u00een copil\u0103rie de la prietenii \u0219i vecinii care o vorbeau \u00een cartier, pentru ca mai t\u00e2rziu s\u0103 o descop\u0103r ca limb\u0103 predat\u0103 la facultate, \u00een cadrul Facult\u0103\u021bii de Limbi \u0219i Literaturi Str\u0103ine, \u0219i ajung\u00e2nd, ulterior, s\u0103 \u0219i predau limba romani la aceea\u0219i facultate.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Ast\u0103zi, senza\u021bia pe care o resimt atunci c\u00e2nd vorbesc \u00een limba romani se descrie mai ales printr-un sentiment de intimitate, asociat\u0103 cu respect, \u00eencredere, empatie \u0219i o anumit\u0103 sim\u021bire comun\u0103, \u00een sensul unei \u00eemp\u0103rt\u0103\u0219iri cu o sim\u021bire \u0219i-o \u00een\u021belegere care se oglinde\u0219te \u00een mine \u00eensumi dar \u0219i \u00een cel\u0103lalt. Atunci c\u00e2nd m\u0103 adresez cuiva \u00een limba romani intr\u0103m instantaneu \u00eentr-un alt registru, \u00eentr-o alt\u0103 lume, una a familiarit\u0103\u021bii \u0219i a exprim\u0103rii \u00eentr-un cadru intim, dar \u0219i o lume a siguran\u021bei \u0219i a confortului, a destinderii \u0219i a \u00eencrederii. Iar senza\u021bia e aceea\u0219i \u0219i la fel de intens\u0103 de fiecare dat\u0103, de la conversa\u021bii uzuale pe strad\u0103 sau cu studen\u021bii \u00een sala de curs, p\u00e2n\u0103 la mesaje scurte dar pline de \u00eensufle\u021bire pe care le-am rostit la conferin\u021be interna\u021bionale, a\u0219a cum mi s-a \u00eent\u00e2mplat atunci c\u00e2nd am fost \u00een India unde, la mii de km de cas\u0103, at\u00e2t eu c\u00e2t \u0219i ceilal\u021bi romi din sal\u0103, veni\u021bi din toat\u0103 Europa sau din America de sud, ne-am sim\u021bit at\u00e2t de \u201eacas\u0103\u201d \u00een limba romani. <\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>La fel mi se \u00eent\u00e2mp\u0103 \u0219i \u00een poezie, \u00een textele pe care le scriu \u00een limba romani disting\u00e2ndu-se anumite nuan\u021be, tr\u0103iri \u0219i senza\u021bii pe care nu le pot reda \u00een nicio alt\u0103 limb\u0103. <\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Toate acestea pentru c\u0103 prin limba romani m\u0103 conectez cu o lume pe care o simt c\u0103 mi-e aproape \u0219i cu care vibrez \u00eentr-un mod aparte, stabilind leg\u0103turi \u0219i o \u00eentreag\u0103 re\u021bea, \u00een care ne recunoa\u0219tem reciproc, \u0219i care m\u0103 ajut\u0103 \u00een final s\u0103 m\u0103 (re)cunosc mai \u00een am\u0103nunt \u0219i mai \u00een intimitate pe mine \u00eensumi, prin (re)conectarea cu la limba romani conect\u00e2ndu-m\u0103, totodat\u0103,&nbsp; mai \u00een profunzime \u0219i bunicii \u0219i str\u0103bunicii mei, cu trecutul lor, cu triste\u021bile \u0219i bucuriile lor, cu tot ce-au tr\u0103it \u0219i au \u00eensemnat ei \u0219i cu ce tot ce tr\u0103iec \u0219i \u00eensemn \u0219i eu \u0219i genera\u021biile viitoare\u201d \u2013 asis. Educa\u021bia trebuie s\u0103 fie o c\u0103l\u0103torie, nu o destina\u021bie. Sunt prea mul\u021bi copii care \u0219i-au setat ca singur obiectiv finalizarea celor opt clase, f\u0103r\u0103 s\u0103 \u00ee\u015fi doreasc\u0103 s\u0103 acumuleze experien\u021be \u015fi competen\u021be pe care s\u0103 le foloseasc\u0103 apoi \u00een via\u021b\u0103.<\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>Sunt \u00een \u00eenv\u0103\u021b\u0103m\u00e2nt de trei ani \u0219i \u00eenc\u0103 m\u0103 duc la \u0219coal\u0103 cu bucurie. Spun <em>\u00eenc\u0103<\/em> pentru c\u0103, \u00een prima mea lun\u0103 la catedr\u0103, colegii cu mai mult\u0103 experien\u021b\u0103 din cancelarie mi-au spus c\u0103 \u00een cinci ani o s\u0103 treac\u0103 acest entuziasm. \u00cemi spuneau asta deoarece ei \u00een\u021beleseser\u0103 deja c\u0103\u00a0 \u00eenv\u0103\u021b\u0103m\u00e2ntul este un sistem rupt de realitate, unde \u0219colile care au cele mai mari probleme sunt \u0219i cele mai cople\u0219ite de <em>h\u00e2rtii<\/em>, care trebuie s\u0103 fie multe \u0219i c\u00e2t mai atent f\u0103cute. <\/p><\/blockquote>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\"><p>De ce dreptul la educa\u021bie \u00een Rom\u00e2nia este, \u00een continuare, \u00eenc\u0103lcat \u00een mod ru\u0219inos? Pentru c\u0103 6 din 10 copii din mediile defavorizate au probleme grave de scriere \u0219i de citire. Jum\u0103tate dintre copiii de 15 ani sufer\u0103 de analfabetism func\u021bional, dup\u0103 8 ani de mers la \u0219coal\u0103. Cu mici excep\u021bii, diferen\u021ba dintre un elev bun, performant, \u0219i un elev slab o face gradul de implicare al p\u0103rintelui \u00een educa\u021bia copilului \u0219i colaborarea armonioas\u0103 dintre dasc\u0103l \u0219i p\u0103rinte.<\/p><p>Cu siguran\u021b\u0103, situa\u0163ia din \u00eenv\u0103\u021b\u0103m\u00e2ntul rom\u00e2nesc ar fi stat cu mult mai r\u0103u dac\u0103 nu ar exista \u015fi foarte mul\u021bi profesori cu adev\u0103rat buni care \u00ee\u015fi fac treaba c\u00e2t pot ei de bine. Constat cu bucurie, c\u0103 cei care sunt proasp\u0103t intra\u0163i \u00een sistem au dorin\u021ba de a face bine. Dar aceea\u0219i dorin\u021b\u0103 o aveau \u0219i o bun\u0103 parte dintre profesorii care acum stau lipi\u021bi de catedr\u0103 \u0219i consider\u0103 c\u0103 educa\u021bia incluziv\u0103 se face prin dictare. Oare sistemul te transform\u0103 \u00een timp \u00eentr-o persoan\u0103 c\u0103ruia nu-i pas\u0103 de mai nimic?
