Sibina Golubović, Project Manager | REF Serbia

Sibina Golubovic brings over 15 years of extensive expertise in project management of international development, humanitarian aid and disaster relief sectors, civil society and non-profit organization management and capacity building, having worked in the areas of civil society, media, governance, human rights, humanitarian assistance, emergency response, migration and education. She has led many complex long-term development and humanitarian projects working on their programmatic, administrative and operational aspects. She has knowledge of grants and contracting modalities, monitoring and evaluation processes and tools, and general project design, development and implementation, and is skilled at project cycle management, with background in delivering training. Before joining REF in 2020, her professional experience was gained through management and oversight of USAID’s media assistance programmes USAID, and EU Delegation in Serbia, as well as managing a multi-million portfolio of projects for humanitarian assistance for CARE International, and executive leadership of Association of Independent Electronic Media, a local CSO, where she had developed her skills in fundraising, advocacy, leading teams and developing organizational capacities. Sibina holds a Master’s degree in English Language and Literature from the University of Belgrade, Department of English Language and Literature, as well as professional training certificate in Digital Communication and Marketing, and is a certified NLP Practitioner and member of the Association of Scientific and Technical Translators of Serbia.
